Before it was only stealing stuff (taking something from someone), but now it's also copying someone else's stuff (for free, without the authors permission). I and millions of other people think this is wrong (about copying being called piracy that is).
Sorry, but I don't feel like explaining how everything relating to it works (p2p, torrents, keygens, etc.), so if you're serious about becoming a game designer I suggest you buy it.
What versions I recommend are;
RPG Maker XP
RPG Maker VX
Why I recommend those? Well, because you can easily create your first RPGs (without any programming skills) but then if you want to you have the option to fully customize your games with the language Ruby - which you can learn later on.
The price for either of these is USD 60.00, so I guess it's quite expensive for an eight-year-old. Also, you buy it online and you'll need to use a credit card.
This is also why piracy is good. Then you can download the program, get experienced with it and buy it later on when you know you're going to use it - so you don't waste a lot of money.
